Definition
Monetary value of all direct and indirect losses incurred by the transport sector as a result of natural disasters, including the costs of emergency rescue operations, clearance, major repairs and full reconstruction of destroyed roads, bridges and tunnels.
Calculation method
1. Direct damage Determined on the basis of the actual extent of destruction and includes the cost of repair and reconstruction works: - restoration of the subgrade - calculation of the volume of washed-out or destroyed soil, multiplied by the cost of its delivery, placement and compaction per 1 m³. - pavement - cost of replacing or repairing the surfacing (asphalt, crushed stone, gravel), including the cost of materials and placement per 1 m³. - engineering structures - assessment of damage to bridges, culverts and retaining walls. The cost of dismantling unsafe structures and installing new ones is taken into account. - road furniture - costs of replacing washed-away road signs, safety barriers, delineator posts and road markings. 2. Indirect damage Assessed additionally and, as a rule, amounts to about 20-30% of the amount of direct damage: - traffic delays - increase in travel time for passengers and freight transport (estimated time losses × cost of 1 hour of working time × traffic intensity). - detours - additional costs (fuel and lubricants, depreciation) when longer routes have to be used to bypass destroyed sections. The indicator is calculated annually.
